Just remember that the same person who said called public school teachers “wicked” …
“We’re going to work like heck in Raleigh to make sure these schools get straightened out, but until they do, I’m gonna tell you what you need to do: If they won’t do right, you need to come out from among them, make your own school,” Robinson said in a July speech. “Do not turn your children over to these wicked people. Do not.”

And he is currently sitting on the NC State Board of Education.

As a rural public school teacher here is what looks like is going on:
Rural schools especially and other public schools are having money diverted to fund private schools through the voucher program. – That would be fine if all counties and communities had private schools. Many rural areas do not have private school options period. – In urban areas there are issues with behaviors, violence, either unwanted liberal or religious ideologies being taught that cause parents to choose an alternative to public education – It seems urban families have a good reason to want/need an alternative.
Here are the issues that I see:
Rural families do not and will never have the option for an alternative schooling option other than homeschooling – If there were then the already struggling public schools would collapse. Many are funded by local funding to stay afloat now. – If there were rural private schools then the teachers would go to where the higher pay is possibly leaving public ed.
Possible solution:
We obviously have two beasts here that we are trying to tame with the same stick. There should be two pots of money for education in NC. Rural and Urban. – If voucher money is to be given to an urban school then take it from the urban pot. – If voucher money is needed in one of the few rural areas that has that option then take it from the rural pot.
There will never be a great solution but there needs to be some distinguishing between rural and urban because they are two very different worlds.
