This was said by Michele Morrow this past Thursday at a candidate forum in Winston-Salem concerning a question about the voucher system in North Carolina.
“I absolutely believe at this point that the money being spent on vouchers is not coming out of the school budget. It’s coming out of that rainy day fund,” Morrow said.

In less than one week after Hurricane Helene ripped apart western North Carolina, Michele Morrow made the claim that Opportunity Grants in North Carolina do not take away from the budget for public schools as the hundreds of millions of dollars sent to the nontransparent vouchers come from the “rainy day” fund.
Funny how a rainy-day fund is supposed to help in times of emergency of the state.
There was a state of emergency declared for NC right before Helene hit.

In May of 2023, Gov. Cooper declared a state of emergency for public education.
