Below is a screenshot from the statutes of the General Assembly concerning the “duties” of teachers.

They include a variety of “duties,” some more defined than others: discipline, “teaching,” reporting, provide for well-being, medical care, keep order, etc.
And historically speaking, to become a teacher in North Carolina, one needed to become certified through a licensure program.

Throw in professional development and what happens while on the job, and that’s just part of what it takes to be a teacher in good standing for at least a few years.
Now what would the qualifications be to become the leader of all public schools in this state and control a multi-billion dollar budget that employs tens of thousands of people? One would imagine that there would need to be some needed experience.
According to Michele Morrow, no experience is needed except some righteous anger and belief in conspiracy theories.
