The title of the bill sounds innocuous enough, but it’s Phil Berger. The man who has made sure to keep North Carolina near the bottom in the nation in public school funding but giving corporations huge tax breaks in this Right-To-Work, At-Will state wants to make sure that public schools remain at the mercy of his supporters.
